During an all-hands meeting of Boring employees last year, Steve Davis, the company’s president and a top lieutenant to Mr. Musk, said they would have to hold an election for mayor, according to text messages and people familiar with the meeting.

Elon Musk’s town-building project is still in the early stages, and Bastrop County officials have yet to receive any formal application from Mr. Musk or his entities. However, the idea of creating a self-contained community for employees is an intriguing one, and if executed correctly, it could have a significant impact on the local economy and the way companies approach employee housing.
